Upgrade advice

I have a 1998 Mustang GT 4.6L that is basically bone stock besides a Flowmaster exhaust and a Steeda clutch cable. I would like some advice on what I should do next. Here is my plan. I would like to drop the car 1.5" (Is that enough) and put on some 17X9/10.5 Cobra R rims with 24mm offset (I was wondering if 24mm is sufficient to make the tires stick out of the wheel wells to make it look a little beefier. I also would like to make an under the hood modification and am wondering what I should do. I originally wanted to go with a $89.00 K&N Cold Air Intake but was recently told that a gear upgrade would get me more bang for my buck. What do you guys suggest I do to my Mustang?

I would say gears are a great mod if you don't want to do any heavy engine work yet.

gear first. pi intake with crossover. then springs and wheels. then pi heads and cams. then nitrous or s/c.
